Audit Department in the Autonomous Republic of Abkhazia

The authority of the Audit Department in the Autonomous Republic of Abkhazia extends to the legislative and executive branches of the Autonomous Republic, to local self-government entities within its territory, as well as to the legal entity under public law established by the Autonomous Republic or local self-government entity within its territory. In addition, it conducts audits of enterprises created by local self-government with 50 percent or more equity participation.

The department annually reports to the Supreme Council of the Autonomous Republic on the results of the audit of Autonomous Republic's budget spending and execution.

In addition, the department submits reports to the Supreme Council on the implementation of the current year and last year budgets of the Government of the Autonomous Republic of Abkhazia.

Head of Department

Noe Kashibadze has been working at the State Audit Office since 1993.

He has been the head of Audit Department in the Autonomous Republic of Abkhazia since 2013. Prior to that, in 2010-2013, he served as the Chairman of the State Controller`s Office in the Autonomous Republic of Abkhazia.

In 2008-2009, he held the position of Senior Controller and Auditor General at the State Controller`s Office, and from 1993-2008 he served as Chief Inspector and Controller at the State Controller`s Office of the Autonomous Republic of Abkhazia.

Noe Kashibadze is a Doctor of Economics. He was awarded the relevant scientific degree at the State Agrarian University of Georgia in 2001. Prior to his graduation in 1991, he graduated from Tbilisi State University with honors degree in Economics, specializing in Accounting and Business Analysis.

In 2007-2010, he attended ACCA full course in Georgian Federation of Professional Accountants and Auditors. He received a Certificate of Professional Accountant.

He speaks English and Russian besides native Georgian.
