STATE AUDIT OFFICE GOT THE HIGHEST RATE ACCORDING TO “”OPEN BUDGET INDEX” 18 November, 2015

International organization – budget international partnership published “Open Budget Index”, which assesses the level of budget transparency in the country.  According to data of September 2015, “Open Budget Index” of Georgia has been improved by 11 points and made up at 66 points. One of the important components of the index is the oversight level of the budget carried out by the supreme audit institution. It should be noted that the State Audit Office earned the highest rate – 100 points.  

Recently, the role of the State Audit Office in the process of ensuring budget transparency has been significantly increased what is reflected in tangible increase of audit component assessment indicators in index calculation, namely, this indicator has been recently increased by 28 units.

“Open Budget Index” is the only independent, budget transparency level measuring tool, which is used in 102 countries. According to the latest data, Georgia ranks 16th place within the world’s rating. While calculating “Open Budget Index”, the goal of the audit component is to assess the performance level of budget oversight function by the supreme audit institution.

In particular, whether reports on budget execution were delivered to public timely and whether content of these reports is comprehensive and useful. Implementation of this function is a constitutional liability for the State Audit Office and thus, the SAO submits reports on budget execution to the Parliament of Georgia twice a year.
