Review of Irrigation Systems Management Performance Audit in the Parliament 30 April, 2018

The State Audit Office presented a report at the joint session of the Working Group of the Finance and Budget Committee reviewing SAO’s reports and Agrarian Issues Committee of the Parliament on “Irrigation systems management – performance audit further response.”

Performance audit report provides information on the implementation of those recommendations that the State Audit Office issued for improving irrigation systems management over 2014 audit. Performance Audit included 8 types of recommendations pertinent to "Georgian Melioration" Ltd. 3 recommendations were issued for quality assurance of the irrigation service and the water effective distribution, 5 recommendations - to facilitate strategic vision of the sector and to ensure viability of the irrigation system.

Report "Irrigation Systems Management - Performance Audit Further Response" published in February 2018 revelead that majority of recommendations are still being implemented. Existing problems included reliable and equal supply of irrigation services for subscribers, and improvement of signing and implementing agreements.

The meeting was attended by Deputy Auditor General Eka Gazadze and Head of Performance Audit Department Irakli Tsitsilashvili. The presentation was held by Giorgi Kapanadze, Deputy Head of Performance Audit Department of SAO.

The session was attended by the representatives of the Ministry of Agriculture and Environment of Georgia and the representatives of "Georgian Melioration" Ltd. Representatives of the Agrarian Issues Committee attended the hearing of recommendations and opinions of SAO.
