Public Finance Management in the South Caucasus 2012 – 2020 13 July, 2022

The German Federal Ministry for Economic Cooperation and Development (BMZ) through the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) supporting the establishment of the rule of law and strengthening of democracy, having commissioned the GIZ between 2012-2020 implemented a regional program “Public Finance Management in the South Caucasus” supporting improvement of public finance management at the regional level, strengthening cooperation among the Parliament of Georgia, the Ministry of Finance and the State Audit Office and increasing the efficiency and effectiveness of public finance management.

Project outcomes:

  • Implementation and further development of performance audits started refining performance audit methodologies.
  • Expert assistance from international Supreme Audit Institutions (SAIs) was provided in performance audit.
  • Institutionalization of cooperation of the State Audit Office and the Parliament of Georgia was facilitated, resulting in the set up of the permanent Parliamentary group reviewing the audit reports within the Budget and Finance Committee of the Parliament.
  • The quality assurance of the performance audit reports was conducted and then provided to the Parliament and other stakeholders.
  • Several high-level delegation meetings took place of the SAO representatives and the Parliament of Georgia at the German Supreme Audit Institution (Bundesrechnungshof) and the Bundestag.
  • Various types of training seminars were conducted on financial audit.
  • Experts from the UK National Audit Office (NAO) shared their experience about audit of the state consolidated financial statements.
  • The staff of the SAO was trained in International Public Sector Accounting Standards (IPSAS).
  • Media platform “blog on performance audit” has been launched for increasing public awareness and citizen participation (blog.sao.ge).
  • High technology IT equipment has been provided.
