Good Governance Initiative (GGI) 2014 – 2020 08 September, 2022

The project implemented by the USAID Subcontractor Tetra Tech ARD, aimed to enhance transparency, accountability and efficiency of public institutions at central and regional level. The component of the government service pertained to supporting different aspects of the SAO: improving citizen engagement and communication, professional development of the SAO representatives and strengthening the LEPL Public Audit Institute (PAI). 

Project outcomes:

  • Regional public hearings on audit reports were organized in 9 municipalities.
  • Meetings were held to discuss the findings and recommendations of up to 20 audits in different municipalities for self-governing units, civil society and local media.
  • Audit Recommendation Monitoring System (ARIS) has been developed.
  • Introductory meetings of the Budget Monitor were hosted for MPs, Representatives of Municipalities and NGOs.
  • The needs assessment survey of the Budget Monitor users have been studied and promotional videos have been recorded.
  • The SAO representative has completed a 4-month International Auditor Fellowship Program at the US Government Accountability Office (GAO).
  • SAO and USAID developed joint one-year paid fellowship program and out of five graduates successfully completing their fellowship programs three graduates were offerd job placements at the SAO.
  • IPSAS trainings were conducted for the representatives of the SAO.
  • International certificate programs (ACCA, CFA, CIA, IT etc.) for the staff have been funded.
  • Various trainings were held to raise awareness of the SAO staff in writing audit reports and strengthening communication with stakeholders.
  • Performance Audit Blog has been updated with a new module of translations featuring best practice blog posts by international partners (GAO, NAO).
  • SAO and LEPL Public Institute (PAI) official websited have been fully updated.
  • The Institute’s strategy and action plans were developed, communication strategy was adopted, a PAI Guidelines for Certification Program of Public Sector Auditing was developed, and training courses were provided to the SAO staff and institute trainers.
