The report of the SAO was presented on the execution of the 2024 Budget of the A/R of Abkhazia 28 May, 2025

Noe Kashibadze, the Head of the Audit Department in the Autonomous Republic of Abkhazia of the State Audit Office (SAO), presented the report on the "Execution of the 2024 Republican Budget of the A/R of Abkhazia", to the Supreme Council of the Autonomous Republic of Abkhazia. At the plenary session, he also presented to the members of the Supreme Council of Abkhazia the conclusion on the draft law on the amendments to the 2025 state budget.

The report evaluates the state of revenues and expenditures provided by the 2024 Republican budget of Abkhazia, the obtained results, and the matters effecting the public finance management process. Important issues of budget planning, state procurement management, reserve fund disposal, accounting and reporting, and program budget execution have been analyzed.

The auditors noted in the report about the importance to use budget allocations in a timely and balanced manner, which should contribute to the targeted and effective budget spending.

According to the assessment of the State Audit Office, the recommendations presented in the report would improve the budget planning, reporting process and the quality of public finance management.

The report on the amendments to the 2025 state budget submitted at the plenary session of the Supreme Council assesses the validity and legality of the revenues and payments. The conclusion analyzes whether information presented by the draft budget is presented in accordance with the existing principles of financial reporting, and all essential assumptions are adequately explained in the attached materials.
