Lasha Kelikhashvili, Head of the State Budget Analysis Office of the State Audit Office, participated in the training – „Government Finance Statistics – Advanced”, organized by the International Monetary Fund (IMF) and the Joint Vienna Institute, for representatives from 16 countries of Eastern Europe and Central Asia.
Important issues were discussed at the training: importance of institutional sectorization of the Government, approaches and challenges used in the process of sectorization; classification issues of financial transactions with and without impact on budget deficiency and detailed methodology of these two categories border transactions classification; issues of Government debt and contingent liabilities accounting-reporting and classification; Functional classification of Government expenditures and the interrelationship between goals of the United Nations Sustainable Development. Within the framework of the training, they also discussed the approaches and challenges in the relevant countries in relation to the mentioned issues.
One of the main topics of the meeting was also the initiative of the International Monetary Fund to update the Government Finance Statistics Manual (GFSM). The participants were assigned to identification potential issues based on the experiences of different countries.
The training, was hosted in Vienna, the capital of Austria, was led by representatives of the IMF, Noriaki Kinoshita and Gary Jones, together with experts invited from various international organizations and countries.
