The State Audit Office presented a report at the Supreme Council of the Autonomous Republic of Abkhazia 24 November, 2023

The Head of the Audit Department in the Autonomous Republic of Abkhazia of the State Audit Office (SAO), Noe Kashibadze, presented the report on the execution of the republic budget of the Republic of Abkhazia in 2023, as well as the report of the State Audit Offices draft law of the Republic of Abkhazia. He also presented the conclusion on the Republican Budget in 2024".

The report assesses the state of revenues and payments provided for in the 2023 Republic budget of Abkhazia, the obtained results and the factors that influenced the process of public finance management. Important issues of budget planning, state procurement management, reserve fund disposal, accounting and reporting and program budget execution have been analyzed.

The report states that budget allocations must be used in a timely and balanced manner to ensure targeted and effective budget spending.

According to the assessment of the State Audit Office, consideration of the remarks and recommendations presented in the report will contribute to the improvement of the budget planning-reporting process and increase the quality of public finance management.

During the discussion on the 2024 draft budget of Abkhazia in the plenary session of the Council, Noe Kashibadze, Head of the Audit Department of Abkhazia, also assessed the validity and legality of the receipts and payments. The conclusion analyzes whether information presented by the draft budget is presented in accordance with the existing principles of financial reporting, and all essential assumptions are adequately explained in the attached materials.
