The SAO will conduct audit of the "Human Capital Development Program" 12 April, 2023

The State Audit Office of Georgia (SAOG) will conduct audit of the ''Human Capital Development Program'' of the Government of Georgia, supported jointly by the World Bank and AFD. SAOG will verify the achievements of the disbursement linked results and indicators of the program, which covers education, healthcare and social protection sectors.

In the direction of healthcare and social protection, the goal of the “Human Capital Development Program” is to increase the effectiveness of service delivery by strengthening both financial mechanisms and quality and inclusiveness; In terms of the education system – to increase the access to high-quality education.

For the program, the World Bank is using the PforR (Program for Results) "result-oriented program" financing instruments for the first time in Georgia, which means that the implementation and monitoring processes of the indicators within the program will be completely based on the institutions and systems in public sector.

The agreement for the "Human Capital Development Program" covering the period of 2022-2028 was signed  in 2022 with two partner institutions: between the Ministry of Finance of Georgia and the World Bank, and between the Ministry of Finance of Georgia and the French Development Agency.
