Economic Activities Audit Department

The department's activities cover all areas of the economy, including infrastructure, regional development, and construction of highways, energy, agriculture, entrepreneurship development, environmental protection, state property management and tourism.

Except for public institutions, the department's audit activity covers enterprises in which 50 per cent or more shares are owned by the State.

The department prepares financial, compliance and performance audit reports, develops recommendations for the improvement of internal control mechanisms and prevention of violations and shortcomings as well as for the improvement of relevant administrative legal acts; Examines the state of implementation of the issued recommendations.

Tornike Shermadini has been working in the State Audit Office since June 2010 and heads the Economic Activities Audit Department. In 2006-2010, he was Senior Auditor of the leading international audit company "Ernst & Young". He has a year of experience in the banking sector. In 2012, he participated in six months of audits conducted by the European Court of Auditors (ECA) in Luxembourg, Spain and Belgium.

Tornike Shermadini is a Certified Trainer in Financial Audit of INTOSAI, a member of the INTOSAI Compliance Audit Subcommittee (CAS) and co-author of International Standards on Compliance Auditing.

During his work at the State Audit Office, a number of important projects have been implemented with his active involvement: a financial audit methodology manual, a quality assurance policy and a quality control manual have been developed. He has been a key advisor to the two-year project implemented by the EU, German and Polish supreme audit institutions for the institutional strengthening of the State Audit Office.

Along with working in public audit, Tornike Shermadini also teaches: delivers lectures at the Public Audit Institute, has teaching experience at Bank of Georgia University and Agrarian University.

Tornike Shermadini, as an international expert of financial audit, has been involved in the development and implementation of methodical guidelines and auditor training programs in various countries.

In 2016, he received a Master degree of Business Administration from Bank of Georgia University. In 2007, he graduated from Caucasus School of Business specializing in finance.

He speaks English and Russian besides native Georgian.
